Position: Compliance Officer Supervisor, Assistant Job Classification: Exempt
Reports To: Compliance Officer Supervisor
Supervises: Probationary Compliance Officers, Compliance Officers in absence of CO Supervisor. In addition, supervision over Residents, Jail Alternative clients housed in the center and visitors coming into the center to see Residents.
Position Scope: Up to 50 Compliance Officers located throughout 3 buildings on the Great Falls Pre-Release Campus. Up to 250 Residents participating in a Residential Re-Entry Program.
Position Summary:
The Great Falls Pre-Release Center is a non-profit Community Corrections worksite consisting of three Counseling campuses. The campuses are minimum security and residential in nature, housing closely screened and selected for program acceptance, adult male and female felon offenders during their structured transition program for re-entry into the community. The Centers also operate a Jail Alternative program for adult male/female clients and a Community Service program involving adjudicated males and females.
In addition to performing all duties and functions of the Compliance Officer Supervisor in their absence and to fill in on rare occasions as a Compliance Officer, the Compliance Officer, Assistant Supervisor will work with the CO Supervisor in scheduling issues, and providing oversight during non-traditional work periods such as weekends, evenings and holidays as necessary. The individual will work closely with the Facility Services Director and management in establishing, conducting and documenting training within the Centers. The individual will be responsible for identifying and correcting training deficiencies through innovative training procedures. Along with the Compliance Officer Supervisor and the Facility Services Director, the CO Assistant Supervisor will participate in the hiring and termination of Compliance Officers. The CO Assistant Supervisor will be required to work at any one of the three facilities.
Key Responsibilities and Duties:
1. Oversee daily operations performed by CO’s. Evaluate performance of CO’s and make recommendations to CO Supervisor for initial and remedial training as required. Perform initial mandatory training of all newly assigned CO’s and perform follow-up training with assigned staff. Maintain historical documentation of all training for inspection purposes.
2. Perform random and specific review of all required training records of CO’s and insure they are accomplished within required time schedules. Develop and implement measurable CO testing procedures using a combination of real-life or developed scenarios.
3. Responsible for enforcement of training, establish curriculum to correct deficiencies and make recommendations to the appropriate departments including Facility Manager, Program Manager, Deputy Director, CO Supervisor and Executive Director.
4. Assign CO Staff to shift positions as necessary in the absence of the CO Supervisor. Assist in selection and screening of CO’s and Part-time CO’s.
5. Provide random oversight during evenings and holiday periods throughout the three centers to include identifying training weaknesses within the scope of established Center, Federal and Department of Corrections Guidelines.
6. Assure updating of all training programs, Resident Handbooks and policy changes for CO’s. Make recommendations to CO Supervisor as to the suitability of CO Staff unable to maintain established levels of training.
7. Bring to the attention of CO Supervisor, Executive Director, Deputy Director or Facility Manager, as appropriate, problem areas, grievances, recommendations or other matters pertaining to CO’s, including their inputs.
8. Maintain proficiency on U.A. procedures and retain valid certification. Perform periodic written evaluations on CO staff as necessary. Perform the functions of the CO Supervisor in his/her absence.
9. Perform additional duties as assigned and requested.
Qualifications and Skills:
· High School graduate or equivalent.
· One years’ experience in general human services programs or related field involving law enforcement or behavioral science.
· Possess a basic understanding in the techniques of interpersonal relations.
· Ability to understand and be sensitive to the needs of residents.
· Ability to supervise effectively; establish and maintain effective working relationships.
· Effective verbal and written communication. Good organizational and time management skills.
Compensation: $22.78 - $24.79 per hour
The Transition Center is designed as a structured pre-release program for adult male and female offenders who are within 24 months of parole eligibility or one year of discharge date. It allows residents participating in the program to re-integrate into the community while learning necessary life skills to maintain a crime-free lifestyle. The Center allows residents a period of time to establish employment and/or training, establish budgeting and money management skills, begin a savings plan, find housing and participate in counseling relevant to specific areas to aid in their transition into the community.
The Transition Center has a five-phase program beginning at the orientation level. Each phase has a minimum time frame of participation with graduated levels of responsibility. The resident assumes his/her own case goals as they progress through the program.
The Transition Center opened its doors as a male pre-release facility in March of 1984. At that time, the Center utilized the main floor for office space, kitchen and dining facilities, and a lounge area. the upper floor was used for living quarters. In 1990 the basement of the original facility was remodeled into office space, a conference room, TV room, hobby room and additional restroom facilities. In 1993 the Center undertook a major expansion which more than doubled the capacity and usable space in the Center. A women's program was added in October of 1996 with the purchase and renovation of building adjacent to the existing facility. In 1997 an expansion project involving the women's facility provided for an increase in service rooms and greater flexibility in programming. In 1998 the men's facility added to the wing completed in 1993 by extending that area to the South and increasing the Center by another 7500 square feet.
Throughout the years, the Transition Center has taken pride in its visual improvements to the building and grounds. Landscaping efforts are ongoing as we endeavor to become an appealing addition to the neighborhood.
